Short answer

A bar resting on the screen lights the desk without throwing a single reflection onto the panel. That is what a normal desk lamp cannot do.

How these were chosen

No reflection on the panel
That is the whole point of a bar. If the light shows in the screen, it makes the contrast worse instead of better.
Adjustable colour temperature
Warm in the evening, neutral during the day. A fixed-temperature bar forces you into a permanent compromise.
Length relative to the screen
A bar wider than the screen overhangs and tires the periphery. Shorter, and it leaves the edges of the keyboard in shadow.

The real culprit is contrast

A screen at full brightness in an unlit room forces the pupil to keep adapting between two very distant levels. That gymnastics is what tires you, not the colour of the light.

Why a normal lamp is not enough

Placed beside the screen, it always ends up reflecting in the panel, especially on glossy finishes. Placed behind, it lights the wall and dazzles over the top of the screen.

The order of fixes

Is blue light really to blame?
Screens emit far less of it than daylight. What tires you is a bright screen in a dark room, a screen set too low that holds the eyelids open, and forgetting to blink.
Should I switch the ceiling light off?
No. The aim is to reduce the gap between screen brightness and room brightness. A soft ceiling light plus a bar beats either one alone.
Does a bar replace a desk lamp?
For reading on screen, yes. For writing by hand or reading paper, an adjustable lamp stays more comfortable.
